TRADE & CUSTOMS LEGAL SERVICES OFFERED
- Advice and advocacy for business, industry associations, individuals and governments on Canadian trade and customs law and policy, including facilitating movement of goods, services, ideas and people across borders; resolving disputes with Government of Canada departments; lodging customs appeals; representation before the Canadian International Trade Tribunal, Federal Court, Federal Court of Appeal and Supreme Court of Canada; policy submissions to government.
- Legal assistance with tariff classification and preferences, origin determination, valuation for duty, free trade agreements, duty relief, security programs, regulatory compliance, audits, seizures and forfeitures, penalties, trade and the environment, foreign corruption laws, voluntary disclosures to and advance rulings from CBSA.
- Advice and facilitation concerning export and import controls, including permitting and licence exemptions under the Export and Import Permits Act and its Export Control List, Import Control List and Area Control List, as well as economic sanctions under the Special Economic Measures Act and the United Nations Act.
GORDON SCOTT CAMPBELL’S TRADE & CUSTOMS LAW EXPERIENCE
- Directed development of trade agreements and Canada’s international relations on e-business at the World Trade Organization (WTO), Organization for Economic Cooperation and Development (OECD), Asia Pacific Economic Cooperation (APEC) forum and the G8/G20 while serving as Canada’s Director of E-Business Development with Industry Canada.
- Advised the Canada Border Services Agency, Canada Revenue Agency, Canadian Food Inspection Agency, Fisheries and Oceans Canada, RCMP, Health Canada, Environment Canada and Heritage Canada on legal issues connected to trade and customs while serving as Counsel with Justice Canada.
- Led Canada’s cryptographic export control policy under the Export and Import Permits Act.
- Consultant on arms control to Foreign Affairs and International Trade Canada.
- Involved in legal work concerning the North American Free Trade Agreement (NAFTA), General Agreement on Tariffs and Trade (GATT), General Agreement on Trade in Services (GATS), and Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS).
- Litigated judicial review, trial and appeal matters up to level of Supreme Court of Canada.
